The Manufacturer states that these cells have a 3200mA capacity and a discharge current of 10 Amps.
I tested 5 cells at random using a SKYRC MC3000 charger with PC graphical software to display charge and discharge characteristics.
A full discharge and recharge cycle was completed for each cell with a 20 minute rest performed in-between..
Charging was done at 1 Amp and discharging at 0.5 Amp.
For this test the cell was charged to 4.2v and discharging was stopped when the cell reached 3.1 volt.
Each cell gave approximately 11.36 to 11.77 watts total power under discharge - this is a strong result.
All cells showed internal resistance of between 36 and 42 mili-ohms - These numbers are consistent with this type of cell.
Discharge curve with a 0.5 Amp load was flat and consistent - this is a good result.
Each cell was found to have between 3097 and 3147 mA capacity. The rated capacity of 3200 mA, may well be available if the cell is discharged down to 2.8 volts. But this is not recommended practice with a lithium Ion cell. These figures are close enough to the manufacturers stated capacity.
The cells never went above 33 Deg Centigrade and the ambient room temperature was 21 DegC. So, little if any noticeable increase in temperature when charging or discharging
Overall impression: These cells provide consistent current between 4.0 volts and 3.1 volts. There is very little usable power outside this voltage range.
The cost per watt of power makes these cells very cost effective and perhaps the most economical way to get the most power for your money.
The Panasonic brand is well regarded and has a reputation for high quality cell manufacture.
Verdict:
Excellent battery with a large and usable capacity of 3200 mA and a high discharge rate of 10Amps.
Excellent choice for e-bikes, energy storage and power tools but not recommended for use in vape devices.

Range is excellent with a small high speed hub motor and 350w controller. Voltage sag is less than 2v during acceleration and I average between 30 and 35 km/h with topspeed well over 40.
There may be slightly better cells, but this one is very cost effective.
I expect very good cycle life because of the NCA chemistry, and I only charge to 4.05v (~80%) to further improve this. (Posted on 13-02-19) - Rank C cell Review by zackclark70

Take care
- Li-ion batteries can be dangerous when used wrong, short circuit or wrong usage can lead to fire or an explosion
- Do not put the battery in a charger or equipment with wrong terminals connected
- Never short cut the battery. Take care you don’t short cut it accidentally, do not put it in your pocked together with bunch of keys
- Do not disassemble or deform the battery. Dispose it if the battery is deformed
- Do not immerse in water
- Avoid excessive physical shock or vibration
- Do not expose to, dispose of the battery in fire
- Keep out of the reach of children
- Never use a modified or damaged charger
- Do not leave battery in charger over 12 hours
- Store the battery in a cool, dry and well-ventilated area
- Dispose of in accordance with local regulations
- Do not solder on these cells
